Shields do not benefit from either Agile Defender or Juggernaut, and do not advance the light or heavy armor skills when struck. I think the shield just doesn't work on a selection of creatures (like illusion spells). The Aetherial Shield is made at the Aetherium Forge as one of three possible rewards for Lost to the Ages.
The shield does not have to be of the same set, or even the same type (light or heavy).
